Dose the public actually see the true line or is the send out a number that is skewed at times in anticipation of how the public will bet.

Let me rephrase this question ,is the send out number ever skewed in any way or is a number posted by books simply put on the market and adjusted by the public.

I am not sure what you are asking but I'm going to try and answer it anyway. When a book issues an opening line for a game, he is looking for the ideal number that will generate 50% of the action for each side. This way he takes no risk and makes a profit off the grease. Of course the public will adjust the line. I'd imagine there are some sort of exceptions to the rule some where, but this is the general practice.
